Obituary
Edward Donald Foster, 77, of Mt. Pleasant went home to be with the Lord all of the time on Monday January 22nd. Don was born August 16, 1940 to the late Charles W. and Hazel G. Foster, in Ventura, CA Don had been ill for three years with Idiopathic Pulmonary Fibrosis and he died peacefully at home. He was the beloved husband of Trevella (Roberts) Foster. Don's family was from the mid-west and he grew up in El Dorado, KS. He graduated from the University of Kansas in 1962 with a degree in political science where he was a member of the Kappa Sigma fraternity. He then attended the Washburn University School of Law and upon graduation in 1965 obtained his first job as an Assistant District Attorney in Wichita, KS. After five years and over 130 jury trials, he joined the then new Legal Services Office in Wichita where he specialized in Consumer Law issues. He was able to challenge and have overturned some repressive consumer laws, which brought him to the attention of the National Consumer Law Center in Boston, MA. which hired him in 1972, where he later became Deputy Director. In 1976 he returned to law enforcement and joined the Economic Crime Center in Washington, DC. He quickly became acquainted with the work of the Fraud Section of the Justice Department, where he next moved in 1977 and from which he retired as Deputy Chief in 2000. While there he continued his trial work, ran the Department's Economic Crime Project for Attorneys General Meese and Reno, and was awarded two Criminal Division Special Commendations. After retirement, he began as a consultant to the Treasury Department on money laundering enforcement. During the next five years he traveled to Bulgaria, Albania, Macedonia, Georgia, Kazakhstan and Zambia training investigators and prosecutors. In 2006 he was inducted into the Kappa Sigma Hall of Fame for his outstanding work in law enforcement. After a final retirement, he spent his time playing golf, tending his flower gardens and reading. He had an extensive library with over 1500 books. Don twice served on the Frederick County Public Schools Ethics Panel, the second time as Chair, and also twice on the County Ethics Commission and later on the County Ethics Task Force to develop a better solution to the ethics problems of the County. Don also served for over 20 years as an election judge and was a long time member of the Sheriff's Citizen Advisory Committee. Don was a 22 year member of the Mt. Pleasant Ruritan Club where he served as Secretary, Treasurer and President, and also as District Treasurer, and Lt. and District Governor. Don was a member of the Mt. Pleasant and later the Faith Point United Methodist Churches where he has been a Certified Lay Speaker, bible school teacher, and finance chairperson. In addition to his loving wife, Don is survived by his three children: Kevin of Silver Springs, Nancy MacDonald (Peter) of Lakewood, CO; and Karen Hall (Norman) of Vestavia Hills, AL. He also leaves behind three stepchildren, Lisa Shriver, New Market, Sharon Chaney (Chris) , Adamstown, and Hunter Shriver, Frederick. He has seven grandchildren and three great-grandchildren and several nieces and nephews. Don was predeceased by his parents, his first wife Shirley (Jones) Foster, and daughter-in-law, Maura Foster, and his two brothers William Foster of Denver and James Foster of Wichita. Visitation will be held from 6 - 8 PM on Thursday, January 25th at the Chapel Mausoleum of Resthaven Memorial Gardens, 9501 U.S. Route 15 N in Frederick, where a funeral service will commence at 2:00 PM on Friday, January 26th.
