Mrs. Judith Ballard Dalton Parsley, 74, of Northampton Manor in Frederick, MD, died suddenly on Friday, July 29, 2016 at Frederick Memorial Hospital. She was the widow of Cecil Parsley, who died in 2010. She was born in 1941 to Amelia Burgdorf Ballard and Charles C. Ballard. She was a graduate of Takoma Academy in Takoma Park, MD in 1961. She was retired from the Federal Government. Judy was a lifelong Christian with a kind and generous heart. Judy was married to William Dalton and Cecil Parsley, both of whom predeceased her. Judy was also predeceased by her two children, Charles Dalton and Deborah Dalton Moser. Judy is survived by her grandson, Adam Moser and his fiancAC.', Caitlin Ellis. She is also survived by her sister, Joyce Hilton and her brother Thomas Ballard and his wife Mary. In addition, she is survived by her niece Kelly and great niece and nephew. She is additionally survived by numerous cherished cousins. The family will receive friends at 10 AM on Saturday, August 6th at the Historical Chapel at Resthaven Memorial Gardens, 9501 Catoctin Mountain Highway, Frederick where a Celebration of Life Service will begin at 11 AM. Inurnment will immediately follow in the Garden of Veterans I. In lieu of flowers, the family requests donations to The Community Foundation of Frederick County - Dalton Scholarship, 321 E.
