Mr. Charles Henry Harper, 66, of Frederick, finished his short battle with cancer on October 30, 2017. He was the husband of Emma Harper. Born in Frederick, Charles was the son of the late Austin F. Rollins, Sr. and the late Margaret Harper. He retired from the State Highway Administration after 30 years. He was an avid sports fan, and enjoyed spending time with friends and family. Charles is survived by two daughters, Melissa Harper and Carissa Mack; sisters, Maryanna Biggus, Joanne Rollins, Delores Hall (Kirk), and Gladys Weedon (LeRoy); brothers, Joseph Rollins, Robert Rollins, Stevie Harper (Anna), and Thomas "Peewee" Offutt (Michelle); uncles, Mickey Herbert and Sammie Herbert; brother-in-law, Melvin Worthington, Sr.; one grandson, Dereck Holland; three granddaughters, AnjaAC. Harper, Leilanie Gonzalez-Perez and Lillian Gonzalez-Perez; two great-granddaughters, Jordyn Giles and Layla Holland; many nieces, nephews, cousins; and friends too numerous to mention. He was preceded in death by a daughter, Whitney Harper; brothers, Austin Rollins, Jr., James Rollins, Sr., Bernard Rollins, Richard Rollins, Sr., Sammie Harper, and Harrison Harper; sisters Clara Mitchell, Bessie Ingram, Consuela Gilmore, and Catherine Worthington. The family will receive friends from 11:00 AM - 12:00 Noon on Saturday, November 4th in the Historic Chapel Mausoleum of Resthaven Memorial Gardens, where a funeral service will begin at 12:00 Noon. Interment will follow in the Garden of Christus at Resthaven. Floral tributes are welcome, or in lieu of flowers, donations may be made to Hospice of Frederick County, P.O.
